Commerce preliminarily determined that tin mill products from China are being, or are likely to be, sold in the United States at less than fair value, with a preliminary affirmative finding of critical circumstances for the China-wide entity. The China-wide entity's estimated weighted-average dumping margin is 136.52 percent, with a cash deposit rate of 130.17 percent after subsidy offsets.
