USTR press release reports that President Trump decided not to renew the USMCA at the first Joint Review, opting instead to seek changes to address the agreement's shortcomings and the US trade deficit with Canada and Mexico. The USMCA remains in effect, so there is no change to current tariff treatment for goods from Canada or Mexico. The release mainly compiles statements of support from industry groups and lawmakers.
A joint Commerce–USTR notice (FR Doc. 2025-21940), issued under Executive Order 14346, amends the HTSUS to implement tariff terms of the U.S.-Korea Strategic Trade and Investment Deal. Korean goods with a column 1 rate below 15% pay a combined 15% under the reciprocal tariff (9903.02.80); goods at 15% or above pay no added reciprocal duty (9903.02.79). The same 15% inclusive treatment applies to Korean autos and auto parts under Proclamation 10908 (9903.94.60–.65), which are also relieved of Section 232 steel, aluminum and copper duties (and, for parts, wood duties). Korean timber/lumber derivatives get 15% (9903.76.23), and Korean civil aircraft and parts (excluding unmanned aircraft) are exempt from reciprocal, steel, aluminum and copper tariffs (9903.02.81); the auto changes apply retroactively to entries on or after November 1, 2025, and the other changes to entries on or after November 14, 2025.
