US directs Section 232 negotiations on wind turbine imports, imposes no new tariff

A presidential proclamation of October 22, 2026, concurs with the Commerce Secretary's Section 232 finding that imports of wind turbines and their parts and components threaten to impair US national security. Instead of imposing tariffs, it directs Commerce and USTR to negotiate agreements with foreign trading partners and to report on progress within 180 days. It states that existing Section 232 tariffs on steel, aluminum and copper (Proclamations 9704, 9705 and 10962) continue to apply to wind turbine components that contain those metals. The proclamation notes that other remedies may be considered later, depending on the outcome of the negotiations.
