USITC opens Section 201 safeguard investigation on quartz surface product imports

The US International Trade Commission has instituted safeguard investigation No. TA-201-79 under section 202 of the Trade Act of 1974, on a petition from the Quartz Manufacturing Alliance of America, to determine whether imports of quartz surface products (slabs, countertops, tiles and other surfaces with silica as the largest component plus resin binder) are a substantial cause of serious injury or threat to the US industry. The investigation is deemed extraordinarily complicated: the injury determination is due by April 1, 2026, and the report to the President by May 18, 2026. No tariff is imposed by this notice. Injury hearing is February 24, 2026; a remedy hearing, if needed, is April 14, 2026; entries of appearance are due within 21 days of publication.
