Circumvention inquiry under antidumping and countervailing duty order on circular welded carbon quality steel pipe from China
Commerce issued a final affirmative circumvention determination finding that circular welded carbon quality steel pipe completed in Oman using hot-rolled steel produced in China is circumventing the antidumping and countervailing duty orders on CWP from China. Commerce will suspend liquidation and require cash deposits on unliquidated entries of such merchandise unless importers and exporters meet certification requirements; the notice sets the China-wide AD rate of 85.55 percent and CVD all-others rate of 39.01 percent as the cash deposit rates for entries without company-specific rates.
