Circumvention inquiry under antidumping and countervailing duty order on oil country tubular goods from China

Commerce made a final affirmative circumvention determination that seamless OCTG completed in Thailand using Chinese-origin steel billets circumvents the antidumping and countervailing duty orders on OCTG from China, so suspension of liquidation and cash deposits apply to such entries unless importers and exporters meet certification requirements. For entries not meeting those requirements, the notice says Commerce will instruct CBP to require AD cash deposits at the China-wide rate of 99.14 percent and CVD cash deposits at the all-others rate of 13.41 percent.
