Commerce sets preliminary antidumping and countervailing duty rates on large diameter graphite electrodes from China and India
Commerce preliminarily determined that large diameter graphite electrodes from China are being, or are likely to be, sold in the United States at less than fair value, and preliminarily found critical circumstances for imports from the China-wide entity. The China-wide entity's estimated weighted-average dumping margin is 98.79 percent, with a cash deposit rate of 95.61 percent after subsidy offsets.
